Home care is a social service in a person's place of residence (home) to provide basic needs to persons who have difficulties in caring for themselves. The purpose of the service is to help preserve or restore the quality of life of the client by improving the living conditions at the client's home, providing support for the person's self-care.

The right to receive care at home and care in an institution shall be the person who has declared his or her primary residence in the administrative territory of the local government who, due to age or physical impairment, cannot perform daily housework and his or her personal care, who resides alone and has no survivors, or the separate or total survivors of the age, state of health, employment or residence distance it is therefore not possible to provide the person with the necessary care, in whole or in part, and who, in accordance with the assessment of the individual needs and resources of the social work professional, needs care at home.

Process description

  1. Service requests
    The customer shall request care at home at the social centre of the Ogre, Suntage, Madliena or Taurupe social service of the Ogre municipality, in conformity with his declared place of residence, by submitting the necessary documents:

    - an application with a description of the situation and the preferred solution;
    - a statement from the family doctor regarding the state of health of the person, the need for a care service, the absence of contraindications and the degree of severity of the impairment of functional capacity;
    - a copy of the disability document if a person with disabilities wishes to receive social services;
    - the declaration of means of subsistence;
    - the social service may require the person to submit additional documents if necessary for the taking of a decision;
    - supporting documents for the income of persons living in the household;
    - in addition to information demonstrating the material situation of the person, at the discretion of the social worker.

  2. Receipt of services
    Upon receipt of the documents, the social centre shall accept and register the customer's application, visit the customer's place of residence and assess the customer's needs, assess the possibilities for the client, its survivors and the family members living together with the clients, decide on the type, size, duration of the social service appropriate to the client, the amount of the client and the co-payment of the customer. Take a decision on the granting or refusal of a social service. After taking the decision, service care at home is provided by the service provider “Latvian Samarian Alliance”.

    The social service shall take a decision regarding the granting or refusal of a service at home and shall inform the person in writing of the decision taken.
